To perform a Consensus Evaluation in iNsight, use the steps for the features as listed in this document.


Features for performing a Consensus Evaluation:


Feature 1: View assigned Consensus Evaluations

  • Step 1: Access Evaluations View Login and Navigate to the Evaluations view to see a list of all assigned Individual Evaluations that have been Initiated by the Contracting Officer.


Feature 2: View Consensus Summary and Submitted Characteristics

  • Step 1: Open Evaluations Summary Click on the Solicitation Name in the Evaluations Summary View to see a list of Factors. 
  • Step 2: Open Consensus Evaluation Click the row for the Consensus Evaluation. The Summary view contains information such as who is on the panel, range of characteristics submitted through Individual Evaluations, status of the Consensus, etc. 
  • Step 3: Access Submitted Characteristics List Click on the Consensus Tab to see a list of Characteristics from the Individual Evaluations.


Feature 3: Adjudicate single Characteristics

  • Step 1: Accept or Reject Submitted Characteristic Once the panel reaches a consensus to Accept or Reject a submitted Characteristic, click on the three (3) dots on the right and select the appropriate Action for the specific characteristic. 
  • Step 2: Re-adjudicate a Characteristic To re-adjudicate a characteristic, click on the three (3) dots for the characteristic and select Readjudicate from the dropdown list.

  

Feature 4: Adjudicate a batch of Characteristics

  • Step 1: Select Characteristics Select the characteristics by checking the box to the left of the specific characteristic(s). 
  • Step 2: Select Adjudication Action Select the desired action in the bar that appears.


Feature 5: Compare Characteristics for Consensus Evaluation

  • Step 1: Select Characteristics to Compare Select the Factors to be compared by checking the box for the desired rows and click on the Compare button. 
  • Step 2: Confirm Characteristics for Comparison Confirm Characteristics to compare by clicking the Compare button. If desired, remove a characteristics by clicking on the X button for the card. To start over on the comparison, click the Clear All button. 
  • Step 3: Compare Characteristics 
    • Click the X at the top right of the card to remove the item from the comparison. 
    • Click the arrow next to DetailsSolicitation References, or Proposal References to view section details. 
    • Click the thee (3) dots on a card to either Accept or Reject a characteristic. 
    • Click the left or right arrow to scroll between the cards if there are more than may be seen on the screen. 
  • Step 4: Update Characteristic in Comparison To Edit a characteristic part of the comparison, click on the pencil for the characteristic. 
  • Step 5: Add Characteristic to Comparison To Add a characteristic to the comparison, click on the Back to List View (see above image). Then select the characteristic to be added, click the Compare button in the purple bar, then the orange Compare to be brought back to the comparison view.


Feature 6: Mark a Consensus as Complete

  • Step 1: Access Consensus Summary View Navigate to the Evaluations section and access the Consensus Evaluation ready to be marked as complete.
  • Step 2: Mark Consensus Complete In the Consensus Summary view, click on the three (3) dots button on the right side of the screen and select Mark Complete. 
  • Step 3: Confirm Completion Confirm by clicking Yes. Select No if you are not ready to complete yet after all.
