To perform an assigned Individual Evaluation in iNsight, use the steps for the features as listed in this document.


Features for performing an Individual Evaluation:


Feature 1: View assigned Individual Evaluation(s)

  • Step 1: Login and Navigate to thEvaluations view Once you access the Evaluation View, you will see a list of all assigned Individual Evaluations that have been Initiated by the Contracting Officer.


Feature 2: Download Proposal document(s)

  • Step 1: Open Select Evaluation In the Evaluations view, click on the row for the specific Evaluation you wish to access. 
  • Step 2: Open Contractor to Evaluate In the list of Contractors, click on the row of the Contractor you wish to access the Proposal documents to evaluate. 
  • Step 3: Open Proposal Detail View Click on the book icon in the upper right corner to pop open Proposal Details. 
  • Step 4: Download Single File Click on the document name to download a single file. 
  • Step 5: Download Group of Files Click on the arrow icon in the upper right corner to download a zip file with all documents.


Feature 3: Enter Characteristic

  • Step 1: Add New Characteristic To add your first Characteristic, click on the Add New button at the bottom of the page or the New button in the top right of the screen. 
  • Step 2: Fill out the Characteristic Fields 
    • Choose the Factor from the drop down select for this Solicitation. 
    • Select the Characteristic Type. 
    • Enter a Title.  
    • Enter the Description.


Feature 4: Enter a Solicitation Reference

  • Step 1: Access Solicitation Form 
    • To enter at the same time as a new Characteristic being entered, click on the Solicitation Tab.
    • To enter a Solicitation Reference to an existing draft Characteristic, click on the Characteristic to open the Characteristic View pop out view on right side. Click on the Solicitation tab and the Plus button. 
  • Step 2: Fill out Fields
    • Choose the Source from the drop down select. 
    • Enter the Source Name by typing in the field. 
    • Enter a reference name in the Reference field (up to 50 characters). 
    • Enter the text from the Proposal as evidence in the Reference Text field (up to 250 characters). 
  • Step 3: Save Solicitation Characteristic Click back to the Detail Tab and click Save. 


Feature 5: Enter a Proposal Reference

  • Step 1: Access Proposal Reference Form 
    • To enter at the same time as a new Characteristic being entered, click on the Proposal Tab.
    • To enter a Proposal Reference to an existing draft Characteristic, click on the Characteristic to open the Characteristic View pop out view on right side. Click on the Proposal tab and the Plus button. 
  • Step 2: Fill out Fields
    • Choose the Source from the drop down select.
       
    • Enter the Source Name by typing in the field. 
    • Enter a reference name in the Reference field (up to 50 characters). 
    • Enter the text from the Proposal as evidence in the Reference Text field (up to 250 characters). 
  • Step 3: Save Proposal Reference Form Click the check box to save the Proposal Reference. 
  • Step 3: Save Characteristic Click back to the Detail Tab and click Save.  

Feature 6: Delete a draft Characteristic

  • Step 1: Navigate to Characteristic Login to iNsight and navigate to the Evaluation with the Characteristic to delete. 
  • Step 2: Delete Characteristic Click on the three (3) dots on the right side of the Characteristic to choose Delete in the drop down select. 
  • Step 3: Confirm Deletion Click on Yes to confirm.


Feature 7: Mark a Characteristic as Final


NOTE: It is still possible to update the Characteristic after marking it as FINAL. This status update is for tracking purposes for an Evaluator.


  • Step 1: Navigate to Characteristic Login to iNsight and navigate to the Evaluation with the Characteristic to update. 
  • Step 2: Mark Characteristic Final Click on the three (3) dots on the right side of the Characteristic to choose Mark Final in the drop down select. 
  • Step 3: Confirm Update Click on Yes to confirm. 

The Characteristic is now marked as Final.



Feature 8: Add a Rating and Rationale


NOTE: You need to add the Rating and Rationale before submitting the Evaluation.


  • Step 1: Navigate to Evaluation Login to iNsight and navigate to the desired Evaluation. 
  • Step 2: Add a Rating Click on Rating Tab and then Add Rating. 
  • Step 3: Fill in Rating Fields 
    • Select the Rating from the drop down and add the Rationale for that Rating. 
    • Click Save to finish.


Feature 9: Edit Rating on Un-submitted Individual Evaluation


NOTE: The Rating may be modified until the Evaluation is Marked Complete.


  • Step 1: Navigate to Rating Open the Evaluation and click on the three (3) dots icon in the upper right corner of the screen. Select Edit Rating. 
  • Step 2: Update the Rating 
    • Update the Rating if desired by clicking on the field to bring up the drop down selection. 
    •  Update Rationale Field if needed
       
  • Step 3: Save Update hit Save to finish the update.


Feature 10: Mark Evaluation Complete and Submit


TIP: Once an Evaluation is marked Complete it may not be modified. When marked Complete, the Evaluation is automatically submitted to the Contracting Officer.


  • Step 1: Access Evaluation In the Evaluation view, click on the Contractor line for the Evaluation to open it. 
  • Step 2: Mark Complete Click on the book icon in the upper right corner and choose Mark Complete.


Navigate to the Evaluation summary page. The Contractor line status is now Completed and Submitted to the Contracting Officer.
